This course will examine key issues in the economics of the environment and natural resources as applied to a specific topic of current interest. For Fall 2013, the seminar topic will be the Economics of Water Resources. The course will emphasize the theories of externalities, common property and public goods, dynamic optimization and intertemporal choices, price vs quantity regulation, nonmarket valuation, and the application of permit trading to nonpoint source pollution. Using these theories, we will analyze a number of specific issues related to water resources including: water quality trading, groundwater use, financing of water infrastructure projects, and water rights. Prerequisites: ECO 220 and ECO 250 or equivalent.
