Humanitarian assistance such as emergency food aid, establishment of refugee camps, disaster relief, and military interventions to protect civilians has become a pervasive feature of international relations. This course explores the complex governance and economic distribution networks that have evolved around humanitarian assistance, networks which include national governments, NGOs, international organizations, and private donors. Through readings in a wide variety of fields, it delves critically into the philosophical and ethical issues surrounding the principles and practice of humanitarian relief and intervention. Open to students interested in global issues, Economics, Anthropology, Sociology, History, and politics. Enrollment limited to 12 juniors and seniors and by permission of the instructor. (E)
