Policymaking in today's complex, technologically advanced societies could not proceed without the continual involvement of experts. What is the place of law in the modern regulatory state? How does justice differ from cost-benefit analysis? Who should have the final say: judges or policy experts? Do different legal systems approach the dilemma of guaranteeing administrative justice in different ways? Drawing on several bodies of literature - including law, political science, policy analysis, and science and technology studies - the course considers how law matters in such areas as environmental, defense, public health, immigration, and labor policymaking.
