This course introduces students to the practical application of soft power programs including, but not limited to, one and two way exchanges; Fulbright's; and other programs that seek to introduce people around the world to the US as well as introducing US citizens to the world. The course will cover a broad array of academic and practical issues. We will start with an overview of the idea of exchange programs and then examine, by way of case study, the nations of Iraq and Pakistan. Students will be introduced to the history and current politics of both countries and then will be taken through the entire grant process including the goals of such programs, the construction of grants, the grants process, curriculum development, and program implementation. At the end of the class students will have gained knowledge about two critical parts of the world, a background in the history and development of exchange programs, and the practical skills of program administration.
